WHY LIFE INSURERS CAN'T AFFORD TO WAIT ON DATA ENGINEERING

North American insurers are projected to spend $10.5 billion on core IT modernization between 2024 and 2026. That number reflects an industry that has reached a decisive moment,  not because leadership suddenly cares more about technology, but because the cost of inaction has finally exceeded the cost of transformation. 

The window is narrowing. And how carriers and core platform providers deploy this investment will determine competitive positioning for the next decade. 

THE PROBLEM IS NOT A LACK OF DATA 

Life insurers hold enormous amounts of data. Decades of policyholder records. Premium histories. Claims interactions. Actuarial datasets. Financial transactions across millions of policies. 

The problem is that most of it isn’t usable, not in the way that modern analytics, machine learning, and AI applications require. 

Policy administration systems were designed to process transactions, not to expose clean, structured, policy-level data through APIs. Quoting engines calculate results correctly on screen but return different values through their APIs, because rounding logic, valuation methodology, or transformation layers diverge between the user interface and the underlying data layer. Financial calculations for complex annuity and life products involve Market Value Adjustments, secondary premium applications, and contribution limit validations that are computed differently across system layers, producing inconsistencies that corrupt downstream reports and analytics. 

This is the data readiness gap. Not a shortage of data. A shortage of data that is structured, consistent, and accessible in the formats that modern platforms require. 

McKinsey estimates that GenAI alone could unlock $50 to $70 billion in new insurance revenue — but only for organizations that have built the right data and technology foundations. That qualifying clause is the critical one. The upside is real. The access to it is conditional.

FOUR FAILURE MODES HOLDING LIFE INSURERS BACK 

Deloitte’s 2025 Global Insurance Outlook identifies legacy constraints, old mainframe-based systems, multiple core platforms, integration complexity, and ineffective data flows, as the primary barriers to analytics maturity. In practice, this manifests in four recurring patterns. 

Development backlog gridlock. As product portfolios expand and carrier expectations evolve, backlogs accumulate. Internal engineering teams become consumed by defect resolution and firefighting, unable to devote bandwidth to forward-looking platform development or product launches. Unresolved backlogs directly threaten SLA commitments to the carriers who depend on these platforms for their own revenue-generating activities. 

Financial logic complexity. Life and annuity products demand precision in every calculation. A single logic flaw in a quoting engine or policy administration API can propagate financial inaccuracies across hundreds of carrier workflows, creating compliance exposure and eroding client trust. These issues are notoriously difficult to surface through standard testing — they emerge at the edges of complex business scenarios that generic QA approaches rarely reach. 

API and data integrity gaps. When quoting engine APIs return data that diverges from UI calculations, the result is dirty data that corrupts downstream analytics, machine learning models, and regulatory reports. Without algorithmic synchronization across all system layers, the promise of a unified analytics platform remains unreachable regardless of how sophisticated the tools above it are. 

Integration fragility during upgrades. Major platform upgrades carry significant regression risk. Unstable API integrations, inadequate error-handling frameworks, and insufficient test coverage create brittle handoffs between core systems and downstream data consumers,  cloud warehouses, lakehouse environments, partner integrations, and analytical platforms. 

WHAT RIGHT LOOKS LIKE: THE ENGINEERING SEQUENCE 

The path from legacy core system to AI-ready life insurance platform follows a proven sequence. And skipping steps doesn’t accelerate progress — it creates compounding problems that require expensive rework. 

It starts with stabilization. Backlog resolution. Financial logic accuracy restored. Quoting engine repaired. Platform operating at full SLA compliance before any modernization work begins. You cannot build on a foundation that is still unstable. 

Then comes API modernization: redesigning data models to expose policy-level, actuarially accurate data consistently. Eliminating UI/API discrepancies. Standardizing financial algorithms across all system layers to create a single source of truth. 

Then data engineering: building policy-level pipelines that extract high-fidelity data from core administration systems and deliver it to modern analytical environments. This is the stage that transforms the core system from a transactional engine into a strategic data asset — one capable of feeding a Databricks lakehouse, powering enterprise analytics, and providing the training data that production ML workloads require. 

Finally, AI activation. Predictive underwriting using NLP-extracted medical risk factors from free-text documents. Lapse propensity modeling for proactive retention interventions. Agent next-best-action tools for cross-sell and upsell. GenAI-powered policy summarization. McKinsey’s research shows that insurers using advanced analytics achieve 10–20% improvement in new agent sales conversion and 10–15% premium growth. 

THE URGENCY IS REAL 

The organizations leading life insurance through the next decade are those building data-ready platforms today. The carriers and platform providers that stabilize their core systems, modernize their APIs, and build analytics-ready data pipelines in the next 12–24 months will be the ones who successfully operationalize AI at enterprise scale. 

Those who defer will find themselves rebuilding infrastructure while competitors are already activating intelligent applications.  

Insurtech entrants and digital-native carriers are setting new benchmarks for quote speed, self-service capability, and personalization right now. The competitive pressure is already here. The $10.5 billion is being invested across the industry. The question is whether the engineering underneath that investment is precise enough to close the readiness gap — or whether it funds another generation of partially modernized legacy systems.
